The law on importing — narrower than most people think

The Federal Decree-Law No. 31 of 2021 regulates "items that contradict public morals" but does not enumerate specific products. The Federal Customs Authority operates under the Common Customs Law of the GCC, which lists "obscene materials" among restricted goods but again does not specifically name adult-wellness products.

In practical interpretation, the categories most aggressively enforced are:

• Pornographic media (DVDs, magazines, USB drives with explicit content)
• Anything with explicit imagery on the packaging
• Items marketed for distribution rather than personal use

What's not specifically named in the law: a plain-packaged personal-use intimate-wellness product. The grey zone is wide enough to drive a courier truck through — which is exactly what customs decides on a case-by-case basis.

What customs actually does

Customs officers operate with discretion. The same product can clear on Monday and be held on Tuesday depending on:

• Officer assigned to inspection — anecdotally the single biggest variable
• Country of origin — parcels from UK, Germany, the US tend to clear more often than parcels from China or Russia
• Shipping label wording — "personal items" or "health products" tend to clear; "adult novelty" or "wellness device" attracts attention
• Packaging visible material — explicit product imagery on outer box almost always triggers hold
• Declared value — high-value items get more inspection

UAE-resident buyer reports of clearance rates (last 12 months, informally compiled):

• Lovehoney UK with personal-use labelling: 60–75% clear
• Amazon.com US: 50–70% clear
• AliExpress and other Chinese marketplaces: 25–50% clear
• Direct manufacturer shipments (Lelo, We-Vibe direct): 55–70% clear

What happens to held parcels

If customs holds your parcel for review, three outcomes are possible:

• Cleared after review — released to courier, delivered late but successful. Often involves a customs duty charge (5–10% of declared value).
• Returned to sender — you pay nothing extra but you've lost time, and the seller may or may not refund. Lovehoney usually refunds; AliExpress usually doesn't.
• Confiscated and destroyed — you lose the product. Most international sellers do not refund destroyed goods unless they explicitly insure for it.

There is no appeal process realistically available to a consumer for personal-use parcels. If a customs officer marks a parcel for destruction, that's the end.

The legal grey zone for the buyer

Importantly: there is no public record of UAE residents being prosecuted for receiving a single personal-use intimate-wellness product through the post. The legal exposure for the buyer is essentially:

• Loss of the product and the money you paid for it
• Occasional customs duty assessment if the parcel clears
• No criminal record, no fine, no court appearance

Repeated imports of large quantities is a different category — that crosses from "personal use" into "commercial distribution" in customs' interpretation, which has criminal exposure. One parcel a year of a single item is not in that category.

Why buying locally is the practical answer

Local purchase eliminates customs entirely. The product is already in the UAE, in the local seller's inventory. Delivery is intra-country, with no border crossing.
